Job Overview:

Arm is seeking an experienced UK Payroll Manager to join our International Payroll team on an 18-month fixed-term contract covering parental leave. This role is responsible for the operational leadership, governance, and delivery of payroll across the UK, ensuring employees are paid accurately, on time, and in compliance with all statutory and regulatory requirements.

As a senior member of the International Payroll Function, you will lead a team of payroll specialists and work closely with the People Team, Finance, Tax, Stock Administration, and our external payroll provider to deliver a high-quality payroll service. You will play a key role in driving operational excellence, strengthening controls and compliance, supporting business change, and contributing to global payroll transformation initiatives.

As a trusted payroll leader, you will champion both compliance and employee experience, ensuring payroll services continue to meet the needs of a growing and dynamic organisation.

Responsibilities:

Payroll Operations & Leadership

  • Lead the day-to-day delivery of UK payroll operations, ensuring payrolls are processed accurately, on time, and in compliance with all legislative requirements.
  • Provide support to the Payroll Specialist, promoting accountability, collaboration, and continuous improvement within the payroll function.
  • Oversee workload allocation, resource planning, and operational priorities to ensure effective service delivery.
  • Review and approve payroll outputs and reconciliations prior to payroll completion.
  • Act as the primary contact point for complex payroll queries and customer concerns, providing mentorship and resolution. 
  • Promote knowledge sharing, succession planning, and cross-training to strengthen team capability and business continuity.

Governance, Compliance & Controls

  • Ensure compliance with UK payroll legislation, HMRC requirements, and company policies.
  • Lead payroll risk management activities and maintain a strong internal control environment.
  • Ensure all SOX controls and compliance requirements are accomplished, detailed, and evidenced appropriately. 
  • Support internal and external audits, responding to audit requests and implementing corrective actions where required.
  • Coordinate statutory reporting and year-end activities, including P60, P11D and other regulatory obligations.

Partner & Vendor Management 

  • Build strong partnerships with People Team, Finance, Tax, Stock Admin, Benefits, and external payroll providers.
  • Manage relationships with payroll vendors to ensure service levels, accuracy, and continuous improvement objectives are achieved.
  • Collaborate with partners to ensure payroll impacts are considered and effectively managed during organisational changes and business initiatives.

Continuous Improvement & Transformation

  • Drive improvements in execution, standardisation, and operational efficiencies across payroll activities. 
  • Lead payroll-related projects and represent payroll in cross-functional initiatives that impact payroll operations.
  • Support global payroll transformation programmes, including automation, system enhancements, and process optimisation.
  • Monitor key performance indicators and service delivery metrics to identify trends and improvement opportunities.
  • Maintain robust process documentation and support business continuity and cross-training initiatives across the payroll team.

Required Skills and Experience: 

  • CIPP qualification (or equivalent payroll qualification/experience).
  • Significant experience managing UK payroll operations within a complex organisation.
  • Strong working knowledge of UK payroll legislation, taxation, statutory payments, pensions, and compliance requirements.
  • Experience leading and developing payroll teams.
  • Strong understanding of payroll controls, governance frameworks, and SOX compliance.
  • Excellent analytical and problem-solving skills, with strong attention to detail.
  • Proficiency in payroll and HR systems, including SuccessFactors, ADP iHCM, and advanced Microsoft Excel skills.
  • Strong partner management and communication skills, with the ability to influence and build effective working relationships across multiple functions.
  • Ability to manage competing priorities in a fast-paced, international environment.

Nice to Have” Skills and Experience: 

  • Experience supporting payroll transformation, automation, or improvement in execution initiatives. 
  • Knowledge of emerging payroll technologies, automation tools, and AI-enabled solutions.
  • Experience working within a global payroll organisation.
  • Project management experience and the ability to lead cross-functional initiatives.
  • A continuous improvement attitude with a passion for driving operational excellence and delivering an exceptional employee experience.
