Job Overview:
We are looking for a Technical Program Manager with strong expertise in IP Governance and engineering project setup. The ideal candidate will enable the engineering team to work in an efficient and conforming workspace. The individual will require a solid knowledge of SOC (ASIC) engineering development workflows and collaboration tool suites; strong understanding of export compliance, contractual IP protection and rights with external vendors and vast background on handling contractors and external partners; as well as deep insight into IT infrastructure capabilities and risk. This role requires strong leadership, data-driven decision-making, and the ability to streamline operations through automation and governance.
Responsibilities:
- Engage with engineering teams for project startup requirements, gathering scope of engagement in terms of participating parties and BOM (bill of material) of the design database. Specify infrastructure setup requirements that are aligned to the engineering workflow while fulfilling all compliance requirements.
- Collaborate with trade compliance, IT, legal, procurement, HR, and engineering teams to ensure seamless integration and alignment of policies.
- Guide engineering, program management and IT teams to complete project setup based on requirements.
- Partner with technical and program teams on scope changes to anticipate infrastructure needs and adjust plans accordingly.
- Introduce and maintain governance frameworks to standardize estimation, enablement, and reporting processes.
- Drive efficiency by implementing automation tools for enablement, tracking, and reporting and auditing.
- Define and supervise key performance metrics and deliver regular insights to leadership on cost, quality, and delivery.
- Identify risks related to export compliance regulations, 3rd party IP contractual obligations, and internal IP policies.
Required Skills and Experience:
- 10+ years of proven experience in operations, program management, or IT
- Breadth of experience with export compliance, third party IP management, contractor/vendor management and develop infrastructure, and engineering tools.
- Demonstrated ability of process creation and optimization and cost savings.
- Strong skills in automation tools, data analytics, and dashboards (e.g., Python, Power BI, or equivalent).
- Knowledge of governance frameworks and lean management methodologies.
- Excellent leadership, partnership, social skills, business insight and communication skills with the proficiency to work across global, cross-functional teams.
“Nice To Have” Skills and Experience:
- Familiarity with EDA tool licensing models and infrastructure scaling for large design projects
- Experience supporting geographically distributed engineering teams across multiple time zones
- Background in managing onboarding processes and compliance tracking for third-party contractors and vendors
