We are seeking a detail-oriented and analytically driven Operations Manager to lead all aspects of cost tracking and spend optimization across multiple domains within a complex semiconductor organization. The role involves close collaboration with engineering, finance, and procurement teams to lead spend vs. plan across categories such as emulation, cloud capacity, resourcing, travel, and operational expenses.

Key Responsibilities
1. Budget Planning & Tracking
· Monitor actual vs. planned spend across:
o Emulation hardware and licenses (FPGA farms, emulation pods, EDA tools)
o Cloud compute and storage capacity (AWS, Azure, GCP, HPC clusters)
o Engineering resourcing (contractor and headcount costs)
o Travel and logistics expenses
o Facilities and infrastructure (lab equipment, servers, networking)
o General operational overheads (subscriptions, vendor services, maintenance)
· Partner with finance and operations to reconcile forecasts vs actuals, opportunities for improvements, and budget variances.
2. Analysis & Reporting
· Create detailed dashboards and reports showing trends, variances, and projections as needed
· Identify and explain cost drivers, unexpected deviations, and overrun risks.
· Develop and maintain cost allocation to attribute expenses accurately to projects and functions
3. Metrics & KPI Development
· Define and track KPIs for operational efficiency, such as:
o % variance vs. plan
o Cost per emulation hour / compute core-hour
o Utilization of cloud or lab resources
o Spend per engineer or per design project
o Vendor cost trends and savings achieved
· Design and implement cost reduction initiatives through continuous process improvement and data insights
4. Tooling, Systems & Automation
· Implement or integrate budget tracking systems as needed.
· Automate reporting workflows for spend tracking and forecasting.
· Ensure robust data hygiene and governance across cost tracking systems.
Qualifications
· Bachelor’s degree in Business Administration, Engineering, or related field (MBA preferred).
· 10 years of experience in operations or cost management within the semiconductor, electronics, or high-tech industry.
· Strong understanding of semiconductor development lifecycles (design, verification, validation, tape-out, etc.).
· Excellent interpersonal skills with the ability to engage both technical and financial partners.
· Proven ability to identify and deliver cost savings and process improvements

Salary Range:
