Job Overview

We are looking for a Technical Program Manager to support IP Governance and engineering project setup activities. This role will work with engineering teams and cross-functional partners to establish efficient, compliant project workspaces and support the processes required throughout the project lifecycle.

The ideal candidate will have experience in technical program or project management and familiarity with engineering development environments. The individual should have an understanding of engineering workflows, project infrastructure, compliance requirements, and working with external vendors or partners.

This role requires strong organization, collaboration, problem-solving, and communication skills, with the ability to coordinate activities across multiple teams and identify opportunities to improve and automate existing processes.

Responsibilities

  • Partner with engineering teams to understand project startup requirements, including participating parties and the BOM (bill of material) of the design database.
  • Coordinate infrastructure setup requirements with engineering, IT, and other stakeholders while following established compliance and IP governance processes.
  • Work with trade compliance, IT, legal, procurement, HR, engineering, and program teams to coordinate project setup activities and resolve issues.
  • Track project setup activities and work with responsible teams to ensure requirements and milestones are completed.
  • Support technical and program teams when project scope changes, identifying potential impacts to infrastructure or project setup requirements.
  • Apply and improve established governance processes for project estimation, enablement, tracking, and reporting.
  • Identify opportunities to automate recurring enablement, tracking, reporting, and audit activities.
  • Develop and maintain project metrics, dashboards, and status reporting to provide visibility into cost, quality, delivery, and operational performance.
  • Identify and escalate risks associated with export compliance requirements, third-party IP contractual obligations, and internal IP policies.
  • Document processes, requirements, decisions, and lessons learned to support consistent project execution.

Required Skills and Experience

  • Typically 5+ years of relevant experience in technical program management, project management, engineering operations, IT, or a related field.
  • Experience coordinating technical projects across multiple teams and stakeholders.
  • Familiarity with engineering development workflows and engineering tools; experience with SOC/ASIC development environments is beneficial.
  • Working knowledge of compliance, third-party IP management, vendor/contractor management, or related governance processes.
  • Experience applying and improving established processes.
  • Strong analytical and problem-solving skills with attention to detail.
  • Experience with automation, data analysis, or dashboard/reporting tools such as Python, Power BI, or equivalent is beneficial.
  • Strong teamwork and communication skills with the ability to work effectively across cross-functional and global teams.
  • Ability to manage multiple activities, identify risks and dependencies, and escalate issues appropriately.
