As a world leader in microprocessor design, Arm’s success is based on licensing agreements with many of the biggest names in consumer electronics and semiconductor manufacturing. The effective management of import and export compliance is a critical activity in Arm’s commercial operations.

Arm is looking for a highly qualified person to take Arm’s trade compliance program to the next level. The role will report to the Director of Trade Compliance 


The Senior Manager, Trade Compliance Operations/Systems will be responsible for implementing and maintaining a global trade compliance operations program and systems strategy in accordance with applicable regulatory requirements and Arm internal policy. This position will be responsible for ensuring operational processes are aligned with and adhere to external regulatory developments and policy changes as well as internally driven business changes. Key position to establish consistency and communication with key stakeholders throughout the company on the Trade Compliance operations program and systems strategy. 


  • Establishes and manages the Arm Trade Compliance Operations Program, including systems automation requirements, from a global perspective
  • Develops operational procedures and practices that are compliant with the relevant and applicable export and customs laws and regulations as well as internal corporate policies and procedures
  • Responsible for implementing and enforcing standard operating procedures globally, reflective of regional and local differences in export and customs laws, regulations, and practices
  • Establishes and executes an export licensing, trade authorization, end user/end use strategy globally
  • Performs annual risk assessments and develops and executes plan for internal assessments and audits for continuous process integrity and improvement
  • Evaluates process gaps and communicates areas of potential compliance risks and collaborates with key stakeholders to put corrective actions in place
  • Communicates and delivers training on Trade Compliance operational processes
  • Partners closely with internal stakeholders to provide operational input on key projects and programs
  • Establishes and maintains Operations Program dashboard/metrics to demonstrate that the program is aligned with external regulatory requirements and internal company policies and priorities
  • Provides direction and identification of Trade Compliance systems requirements within the Arm ecosystem
  • Advocates Trade Compliance systems requirements including documenting requirements, influencing adoption, collaborating with IT to prioritize projects, facilitating testing, rolling out new functionality to production, and post-implementation audit and process improvement
  • Oversees management of 3rd parties that act on the Company’s behalf for relevant import and export activities (e.g., DPL service provider, HS customs data provider, Brokers)
  • Builds and implements a quality assurance program for Trade Compliance-related systems data (e.g., ECCNs, HTS, Encryption filings, Country of Origin, etc.)
  • Key Trade Compliance lead on corporate projects

Desired Domain Knowledge

  • A./B.S. or other relevant degree
  • 8-12+ years of experience in trade compliance operations, including experience in US, UK/EU jurisdictions
  • Comprehensive understanding of US and UK/EU dual-use controls and customs requirements
  • Formal training import / export compliance and certifications
  • Previous experience in the semi-conductor or software development industry a plus
  • Expertise in data manipulation and report writing
  • Project management capabilities (incl. status updates, cross-functional collaboration)
  • Risk assessment and auditing exposure
  • Proficiency in all Microsoft Office and ERP tools
